[Moller_L2] New MOLLER QA lead

MOLLER team,
I want to welcome Jacob Harris to the team as MOLLER QA lead. Jacob has joined the JLab PSSO organization as the lab-level QA manager and for the time being will directly support MOLLER. In the future, as Jacob builds out a team, he may delegate MOLLER to someone else.
Jacob has been at JLab for about 2 years as QA lead for SRF Operations. He is currently helping that organization obtain ISO 9000 status so is still 70% time on that effort through April.
In the near term I have asked Jacob to do a few things, so expect him to start interacting with some of you.
* Review the MOLLER QAP
* Development of a standardized SOW template for all MOLLER procurements. This will be based on the SRF Ops version, btu probably should have an additional section on allowable materials to address ferrous materials concerns.
* Develop standard NCR and deviation request forms. All NCRs and dev req will go to him and Robin for sign-off to assure they get elevated to appropriate levels of visibility. He will also ensure they are readily accessible by all and retained as project records.
* Work with the team to develop QA/QC procedures. This will start with developing the plan for materials specification, receipt inspection, approval for use and appropriate tagging/marking of components approved for use in MOLLER – with an emphasis on fasteners/hardware. Again, ferrous materials is the focus here.
I would like to have Jacob review as many of the CD-3a procurement packages as possible given his availability to ensure we have adequately addressed QA/QC in the procurement packages.
