[Moller_pion_bg] Pion detector design.

Hello Everyone,

First of all, congratulation for the CD-0 for Moller.

I know that the design I was proposing for pion detector is different 
than the one on the last collaboration meeting, since I had already so 
much data
I decided to finish the design and calculate the properties of the detector.
If I summarize them, they are as follows:

1. Detector can separate pions and electrons on the level of ~100%
2. Detector can measure electron energy between ~10% and ~20% resolution.
3. Detector can measure pion asymmetry on the order of ~12% if all the 
sectors are covered, ~33% if only one sector is covered.
4. Detector is cheap and robust for the radiation.
5. Detector can be improved.

Since Wouter said not to attach files larger that 1MB, I am attaching 
the report with more details since it is ~ 1MB.

When Rakitha shows me how to upload files to Moller elog I'll do that.
