[Moller_spectrometer] TDR writing assignments and outline

Dear all,

Please be sure to look at the proposed outline and writing assignments at the link below.  Anyone can make notes about the outlines for the different sections.  Please also feel free to start adding lists of the drawings we will need to include.  You can assign other people to write parts of the sections you are assigned to, indicated in square brackets.

After my section, I am not sure there is much more writing than what is needed to explain the drawings that we want to include.
