[Mott] LDRD proposal on Mott wiki

Hi all -
The LDRD proposal submitted for the optical polarimeter that could be used in coordination with the CEBAF Mott is now on the wiki page.

It includes the original proposal, the response to the extensive questions from the reviewer (probably Larry Cardman), and the reduced scope that was presented at the oral defense after being reminded that the full budget request for year 1 would preclude any other LDRD proposals from being funded this year, and being encouraged to submit a budget that they could possibly approve.
