[Mott] proposed Run 2 goals and activities

I've updated Run 2 wiki link with proposed goals and activities for October.  Try to have a look in advance of the meeting, so we can add/subtract at meeting as needed.  I wrote the proposed plan with this in mind: to collect final data sets for our paper describing the performance and systematics regarding it's ability to measure the absolute polarization at 5.0 MeV.
