[Mott] Re-send of Outline

Dear all,

regarding point 9 of Charlie's outline (and comment by Tim), I have sent
some notes on theory to Joe. He will circulate them soon. These notes
contain the theory and may be used for further discussion and/or as an
inspiration for the theory section in the paper, etc ... you will see that
the notes are a bit long and many of the details are actually not needed,
however I wanted to include them for completeness. Please let me know if
there is something wrong/unclear/not properly explained....
