[Mott] Mott abstract and content info

Dear All,

I have attached a draft abstract along with a list of content required 
for the Mott paper.  I will work on the figures, tables, graphs, etc. 
that I believe should be included before next Wednesday's conference 
call.  Corrections, additions, etc. are welcomed.

I cannot write the entire paper myself as I lack certain details, but I 
am very willing to serve as editor of the paper, and write a good 
fraction of it with help on those details.  This probably makes sense as 
I have more free time than anyone else in the group.

P.S.  Note that I am "old-fashioned" in that I include as authors only 
those whose names I believe should be used.  I believe we will have many 
acknowledgments to put at the end of the paper, but I personally believe 
any author should be able to speak in detail about the paper's content.  
(I realize that by today's standards, I may be outvoted on this issue.)
