[Mott] extrapolation tech note

I have uploaded the extrapolation section to the wiki at https://wiki.jlab.org/ciswiki/index.php/Archived_Documents and attached it to this e-mail as well.  It describes the Pade' analysis that has been used to determine viable fit functions for the extrapolation and the results of this process. Comments welcome, I'm working on a tech note number still.
