[Mott] Mott meeting in November

Folks,

I propose we get together before the holidays start rolling in to discuss topics need attention to complete the paper.   Charlie, you're at the helm but I anticipate some decisions/work to complete before we are able to tell an integrated story.  The topics I believe we should address are:

 - what is our agreed theoretical perspective and error budget, i.e. what is the limiting factor, and our references to this
 - what is our approach for mending our choices for E and T cuts (based on backgrounds) to sensitivity in the extrapolation curves
 - what is our statement about extrapolation method, i.e. the pros/cons stories of both simulation and Pade analysis, and our conclusions
 - what is the punchlist, dispense some assignments, and agreeable timeline to submission

Besides these issues, also for discussion:

 - Xavier submitted a manuscript re: his MeV Mott calculations to European Physics Letters, also posted to archive : https://arxiv.org/abs/1710.08683
 - Review article I am contributing to on Precision Polarimetry for the International Journal of Modern Physics E is steaming along, so a double-edged sword

I will send a doodle poll to find a good time so we may sync up, but let's use this instigating e-mail to start thinking/discussions in advance, as we certainly cannot 'do' all of this at once.
