[Mott] 2018 Mott Paper Working Area

All, 

After meeting with Joe and Riad today we thought it would be useful to create a dedicated space for all figures, tables, plots, and section drafts intended for the paper. Punchlists of items still needed should be added there, and as they come about will be collected there.

I have added a preliminary punchlist of needed plots, added Asymmetry vs Deadtime plots (although not the final one), and other documents I thought would be relevant.
