[Nps] [EXTERNAL] Updated NPS noise study

Hi all,

Slides for the noise issue presented yesterday are posted on the wiki:

A second study with 18 shielded PMTs installed saw the noise return, so
definitely more investigation remains.  2nd presentation with some new
photos from this morning is posted at the above link.

[Tanja, et al.:  I'm following up via the nps at jlab.org mailing list.
  I think we should migrate to that as the preferred NPS collaboration
  contact mechanism.]
