[Nps] [New Logentry] Updated HCANA and nps_replay

I updated THcNPSArray.cxx so that setting nps_cal_arr_OutputSampWaveform = 2
will only output waveforms to the Tree when the FADC channel has a pulse.

I also updated MAPS/NPS/DETECT/pcal_nps_eel108.map 
which had two slot=9 for ROC=14 which led to missing the top row in replayed data.
Made the 2ns slot=9 to slot=10
Thanks to Julie for finding this mistake.

The JLab hcana develop branch and and nps_replay main branch git repo are  updated
