[Nps] Info on compiling hcana, NPSlib with cmake

Since my last email, the NPSlib repo was updated. David Hamilton fixed a problem with the VTP code
and Ole fixed some compiler  warnings and made the library name libNPS.so instead
of libNPSlib.so . See

The rootlogon.C in hte nps_rpelay repo had to be modified fro the new library name.

I have updated the /home/cdaq/nps-2023/NPSlib and nps_replay
