[Nps] [New Logentry] Update hcana and nps_replay under nps-2023 directory

Updated hcana under the nps-2023 directory to have the commits for the Helicity classes and recompiled.
You can pull these updates from the JLab hcana git repo if needed for your own work.

I think that an update to  nps_replay repo  to have a parameter set for the helicity_CycleOffset. 
We need to have the proper helcity_CycleOffset in the Jefferson Lab nps_replay git repo.

I updated the nps_replay repo under the nps-2023 directory to have the waveform viewer  macro/wfview.c that Sanghwa wrote.

Also I modified the PARAM/NPS/CAL/nps_geom.param so that the waveform that is output is pedestal subtracted
and in units of mV. 

I pushed this change to the Jefferson Lab git repo. You can pull this down  and we can all be on the same page with
the waveforms if you are working in other directories.
