[Nps] Link to Hall A online histogram GUI

Hi everyone,

here's the repository for the Hall A online GUI:

Under the hood, this is essentially Bryan Moffit's onlineGUI from ca. 2003.

The Hall C version differs from the Hall A version in some details 
(mostly cosmetic/convenience). I am in the process of merging the two 
forks back into one. You don't have to wait for this merge to finish, 
though. The Hall A version linked above is perfectly fine to get started.
