[Nps] HMS optics at 5.24 GeV

Hi Charles,
   We ran for several months in 2018 for the SIDIS experiments
with an HMS momentum of 5.24 GeV. I did fairly extensive studies
of the HMS optics at this setting, and did not find any need to
modify the "standard" matrix elements. The "nominal" momentum
was 5.27 GeV, which was corrected down to 5.24 GeV using the
following formula from Holly:
       y = -0.000276 * p**3 + 0.002585 * p**2
     >   - 0.008697* P
     >   + 1.006440
       if(y.lt.0.9944) y = 0.9944
       oldep0 = ep0
       if(abs(ep0).lt.5.3
     >   ep0 = ep0 * y
For those non-FORTRANERS: y is the correction factor. If it falls
bellow 9944, it is set to .9944 (this is for momenta below about 2 GeV)
Above 5.3 GeV, each setting was individually tweaked and new
matrix elements were used. Since Jacob Murphy hasn't finished his
studies yet, I simply used the one set that he had finalized a few
months ago when I did my final replay.
   I use a constant vertical angle offset of 2.7 mr
            dthe = dthe + 0.0027
for all settings. This is the same offset that we had in the 6 gev era.

   Charles, can you email me your new table, so that I can update for
the SIDIS part of the run group?
