[Nps] nps_replay directory

Ole created the nps_replay directory under the JeffersonLab github account
https://github.com/JeffersonLab/nps_replay
It has been updated with changes made in the hallc_replay on cdaql3

You can make a fork of the nps_replay repo to your own github account.

Instructions for running on cdaql3 are in
https://github.com/JeffersonLab/nps_replay#readme

If there are mistakes let me know.
I will write up info about replay on ifarm soon.

We are working on getting the JeffersonLab hcana git replay updated with the NPS updates.
