[Nps] [New Logentry] Update to NPSLib THcNPSArray

There was a problem with replaying the VLD data after updated the NPSLib to use the HMS hodoscope.
When taking VLD data, the HMS hodoscope is not used. 
I had to modify THcNPSArray so that there is a flag
to tell the code that it found the HMS hodoscope.

I modified THcArray to have the flag fHodoscope_found set in the Init function.


I made a pull request and put it in the JLab git repo.
I pull this down to nps_2023/NPSLib and recompiled in  NPSLib-build with "make install"
Now you can replay the VLD data.
