[Nps] [New Logentry] Update NPSLib and pushed commits for nps_replay

There have been two commits and pull requests to NPSLib that have been accepted
1) Decoding VTps 
https://github.com/JeffersonLab/NPSlib/commit/d73864a00185068572da861ae34c54d31ad6112d
 2) Adding a NPS SecondaryKine module
https://github.com/JeffersonLab/NPSlib/commit/ea7594661f3cb967190cde36c225f0bb60e9cf57

I pulled these down to nps-2023/NPSLib and in NPSLib-build did "make install"

I also looked in nps_replay. I  commited and pushed to the main JLab nps_replay repo
1) new  DBASE/NPS/standard_coin.database
2) Modified hms_shared.h which includes helicity detector and helicity scalers
3) Modify thms_fa22.param helicity_freq = 29.55964838
