[Nuclear] NPWG chair elections

And finally, the  results are in. Congratulations to Kawtar Hafidi who is
the new chair of the Nuclear Physics Working Group. Many thanks to
Yordanka Ilieva and Hayk Hakobyan for accepting the nomination for
the CLAS NPWG chair.
It has been a great honor and privilege to serve as the chair and to work
with the members of this group.
