[Outage-alert] Outage Alert: MIS applications outage

At 5pm today, a few MIS applications will be down for upgrades to the signatures/approvals framework.  These systems include the Requisitions system, CATS, and the Travel Authorizations system.
The outage will last about 15 minutes as the code and databases are upgraded.
