[Pansophy] weld inspection traveler

Megan and Valerie,

Ed requested that Jenord's weld inspection be included in the PPU HV inspection travelers.  Following our new process of separating work stations, I made a separate traveler.  I ran this past Jenord and he approved.  If you could please clean up the fields and create some acronyms for the shell and both heads for weld inspection, I will submit all three travelers.
