[Pansophy] travelers

For the time being, I was going to accept email approvals. Jacob has been experimenting with the DocuShare routing (approval of documents) but that will have to be in a procedure before we can implement it.  I was planning to do some testing with it while at home to see if it would be a good option for traveler approvals
