[Pansophy] NCR w/o traveler

Hi Team,

If I create NCRs without a traveler ready to use but later on, a 
traveler is developed, can these NCRs be linked to the traveler when it 
becomes available?

And if I decide not to create a traveler to host these NCRs, do we allow 
standalone NCRs?
