[Pansophy] L2HE HOM and RFIN Travelers

Based on John V's conversation with FNAL, we will implement the following items for L2HE cavities HOM survey and RF incoming inspection.
Pansophy team: please update the L2HE Master Traveler List as indicated in bold.

Please direct any questions to John V. and myself.

L2HE Cavity HOM:

-          Cavities will not need an HOM survey performed as part of the RF incoming inspection.  No change to L2HE-TUNE-CAV-RFIN is needed.

-          Cavities will not need an HOM survey when the cavity is in the dewar cold.  The traveler and procedure for cold HOM survey are not needed.  The traveler L2HE-VTA-CAV-HOM (row 20) can be removed from the L2HE Master Traveler List.

-          Cavities will need HOMs tuned prior to VTRF.  This is performed in the VSA as part of the "checklist" items prior to the cavity being put in the dewar.  No data associated with this step needs to be captured in a traveler.

-          Cavities will need an HOM survey after string assembly.  An L2HE traveler and procedure need to be created for this.  Peter Owen is working on updating the L2PRD string HOM traveler and procedure to reflect the new process.  The L2HE HOM survey traveler can be tracked in the L2HE Master Traveler List.  There is a traveler in the L2HE Master Traveler List (row 4) L2HE-TUNE-HOM that I believe should be moved from the Cavity Preparation, Processing section to the Cavity String section to reflect that the warm HOM survey is performed and documented after the string has been assembled.  This traveler and procedure will be needed for the first string assembly, currently anticipated to occur early in 2022.

L2HE Cavity RFIN:

-          Megan will put the cavity vendor supplied passband and environmental measurements prior to shipping into a holdpoint / inventory traveler.

-          The L2HE-TUNE-CAV-RFIN traveler will not be changed.  The passband measurements in the RF incoming inspection will be performed and documented as they were for L2PRD and as reflected currently L2HE-TUNE-CAV-RFIN-R1.

-          No change to the RFIN worksheet is needed; however, the worksheet template should be added as a Reference to the RFIN traveler when possible.
