[Pansophy] L2HE Procedure for Cavity Bolt Hole Cleaning in Draft

In the L2PRD project, there was a paper document that provided the instructions for external and bolt hole cleaning of an L2 cavity that was being prepared for a retest (bottom flange remove and HPR), typically after the initial VTRF had a FE Onset greater than 10 MV/m.  This paper document has been converted into a procedure for the L2HE project (L2HE-PR-CHEM-CAV-CLN-R1) so that it can be saved in Docushare and referenced as needed in other documents.
