[Pansophy] NCRs on L2HE-CLNRM-FPCC-INSP

Hello,

I'm trying to instantiate NCRs on L2HE-CLNRM-FPCC-INSP Seq. 2, but am getting the "Sorry" error. Does this traveler need to be reopened before NCRs can be instantiated? If so, please open the traveler.
