[Pansophy] Copper plated components

See email below, I had submitted this for approvals back in May, I don't see it in Docushare so I guess it got lost, but double check it isn't in the system already, I'm getting ready to submit the same procedure as the WGDX, so we need to kill the CUPL if it's out there.
