There are no dropdown serial #s for the following travelers:

Traveler ID: SNSPPU-INSP-RTBP
Traveler ID: SNSPPU-INSP-SUBP

I can start on the Traveler ID: SNSPPU-INSP-BLBP.  These have the serial #s in the drop down.
