If this is ready for routing, the correct area would be the ready for approvals folder. The draft travelers folder is meant for authors to upload their in progress documents before they're ready to be routed. As a rule, we don't pull from the draft travelers or draft procedures folders, this keeps us from grabbing the wrong traveler by accident.
