[Pansophy] L2HE-CHEM-CAV-HPR

Good morning,

While I was going through the list of disapproved L2HE travelers, I noticed that L2HE-CHEM-CAV-HPR, a disapproved traveler out for approval, was already in pansophy, and had gone in before the disapproved traveler was even routed. I was wondering if anyone could shed some light on this traveler. Is it meant to be an R2, but was mistakenly sent as an R1? Or is there something else going on here?
