[Pansophy] Open C100 and C100R-CAV-VTRF for C100-RI-086

All,
I have migrated the information that was entered into C100-CAV-VTRF and C100R-CAV-VTRF travelers for C100-RI-086 (the plasma processing cavity) into the SRFRD-VTA-CAV-PLACLN traveler.  The open C100 and C100R travelers for C100-RI-086 can be closed or deleted as appropriate to avoid confusion with the actual C100 and C100R project work.
Please notice that there is an open C100R-CAV-VTRF traveler (#21) for C100-RI-068 which should remain open as C100-RI-068 is part of the C100-09 cryomodule refurbishment.
