[Pansophy] DRAFT ER5C Project Proposal

This is a draft of the proposed new project area ER5C (Energy Reach 5 Cell Cryomodules).
There is a tab "STRAW DOG" which outlines the steps to be taken.
There is a tab "CONVERSION PLAN" which outlines how the travelers would be combined or moved and their new names.
There is also a break down by Work Center Areas, which lists travelers that would need to be discussed and determine the correct action to take.
