I looked into this particular error and found that 15 is the correct number of open NCRs for SNSPPU. The error is actually in the Op/Cl report. If you look carefully, you will see that #405 is skipped.
I can't find why that 1 particular NCR is not being found. The section of code that's need investigated it part of what Mike coded and he is out today for Veterans Day. I will ask him to look into this.
Also, I will get another set of eyes on the actual traveler and NCR to see if something isn't set correctly.

FYI, Valerie told me yesterday that the Pansophy team has been working on this issue.   My understanding is it may take some time to resolve

The SNSPPU NCR Op/Cl report lists 14 open NCRs. Other reports say there are 15 open travelers, e.g. open NCR age and Project Metrics.
