[Pansophy] NCR Disposition Permission

NCR Dispositioners are based on SMEs and WCLeads. And it is the Author and SRFOPS Managers who define those roles.

Also,  please remember these travelers are SRFOPS Work Control Documents and NOT Project Control Documents,
There is a difference.

We must work towards a QMS that entails both support of project goals, ISO requirements and SRF Operations.

I am ok with adding you to disposition VTRF travelers for SNSPPU but I would prefer to have some approval from the author and approvers of the traveler before doing so
