[Pansophy] L2HE Travelers Prepped for PRR

I worked on converting the L2HE travelers.
Last step is to validate the linked references.

@Allen Samuels<mailto:samuels at jlab.org>, Please send to authors for review. This can be done while validating references.
Need to have these into Pansophy by end of week.
L2HE will be priority until we are ready for the PRR.

L2HE Procedures... still uncertain as to which ones are needed for the PRR, so I'll try to verify.
Hopefully we come up with some sort of list from validating references.
