[Pansophy] L2HE R0 documents

I have uploaded "R0" draft documents for the procedures and traveler I have been working on for L2HE string assembly to the Docushare L2HE Draft Procedures and Draft Traveler folders (respectively).  These documents are not ready to be sent for approval.  I have labeled each of these as "... _R0" in Docushare to help indicate that they are not ready for approval and are only uploaded to support the PRR.  I have also added comments to the files to give some indication on what is left to do for each.  If you have any questions, please just let me know.
