[Pansophy] Update VTA Operators List

I have updated the software to allow for user names to be removed from the VTAOPS user list (previously this was not available). This updated code snippet has been add to VTRF related travelers in all Active Projects. If the entry has an "old" name on the list it should still show up, but it would not be selectable in the user list.

Please let me know if you encounter any problems with this modification and or if the VTAOPS list needs additional changes.

The VTA operators list is out of date.  Can we please update it?

I have copied the list of names below with strikethrough for people I think should be removed (are no longer at JLab).

Kirk may have a list of people to add (J. Vennekate?).  Also Kirk may comment on whether some of the listed that are still at the lab may need to be removed.
