[Pansophy] C100 helium vessel acronym

Hi Mike,
Following up on our conversation about the inventory travelers for the
spare helium vessel kits, supply headers bellows and return headers
bellows, in my inspection travelers for these, I used acronyms HELV, HES
and HERB, respectively. The HELV is consistent with what is use for C100
helium vessel inspection traveler years back.
