[Pansophy] Creating NCR on VTRF for PPU cavities

Dear All,
We were trying to minimize the number of NCR on same issue on same cavity. When creating new NCR, please look for any existing open NCR on the cavity you are doing RF test. If so please make update the existing one before opening a new NCR for same issue.
Should you have any problem to locate the NCR, please let me know, I can locate/create/update NCR for you.
