[Pansophy] DEV menu has been modified

I started reworking the DEV MENU system (again).
regrouping and moving things around.
some programs have been duplicated / others moved
the Travelers have been regrouped and CLOSED projects have been moved.

Please take a section and check everything!

I will try to get some more time this weekend to complete.
I would like to put something out by Tuesday for review by SRFOPS managers.
And released into production by Friday.

Here's hoping!!
