[Pansophy] WMGRDR Sampling traveler

Good morning.

In the Approved Travelers folder for WMGRDR, there is a pdf for WMGRDR-DISA-SAMPL-R1 instead of a folder.  I do not see the DISA-SAMPL traveler in Pansophy.  Does this pdf file need to be made into a Pansophy traveler?  If not, should it be located in the procedures folder instead?
