[Pansophy] Remove Procedure from L2HE Master List

Good morning pansophy team,

Would it be possible to remove the L2HE-PR-CLNRM-AMGV-LEAK procedure for the L2He master list?  Instead of making this procedure a L2HE specific procedure we made this procedure a general SRF procedure. (link)<https://jlabdoc.jlab.org/docushare/dsweb/Services/Document-250698>
