[Pansophy] L2HE-CLNRM Procedures Ready for Approval

Hi,

I added two procedures - L2HE-CLNRM-GV1SA-ASSY-R3 and L2HE-CLNRM-GV2SA-ASSY-R2 - to the Ready for Approvals folder.  These procedures were revised based on the lessons learned during the first cavity string assembly.
