[Pansophy] SNSPPU-NCR REWORKCOMMENT1 re-sized

Danny,

I was able to resize the first comment box in SNSPPU. It is a work around for now.
I have talked to Megan and we will incorporate the full fixed in NCR-R13.
I copied the D3 comments into the NCR #530. Please verify it is correct.
