[Pansophy] L2HE R0 Procedures

Hi Pansophy Team,

Last year, in preparation for the PRR in October, we put "R0" versions of many procedures in the Draft folder so that we could claim that the procedure drafts existed / were being worked.  Since then, I believe all of the R0 procedures have been either issued as R1 versions or determined that the R0 procedure is not needed (it was incorporated into a different document).  The ones that I know about are reported in the chart below.  Let me know if you want me to delete these R0 drafts in the Procedure Drafts folder.
