[Pansophy] Question about NCR associated with VTA Test

Hi Pansophy Team,
The ER5C-VTA-CPR-VTRF has a NCR associated with it that does not make sense.
Traveler sequence 86, NCR sequence 653. Why is an inspection traveler for a dogleg associated with the VTA test traveler?
