Hi Anne,
Thank you for investigating these, we often don't see things unless someone points them out to us. For the DLWS, that was an error in my part when I did the data move to ER5C and I am working on fixing that now.
For the other examples, the second image you show (Travelers Op/Cl), it still indicates a matching number of open travelers. If you count line by line, it seems like more. But if you look at the left column (travlink), you can see that some of the numbers are duplicated. This is the sequence number. They are duplicated because on the right hand side of the report is where an NCR or D3 is linked. If there are multiple NCRs or D3s, they can't be put in the same data cell so it makes another line.
In the example below, you see that 84 appears twice, if you scroll to the right the NCR column (I moved it for the screenshot but it is typically farther to the right) has the numbers 835 and 837. This shows that traveler 84 has 2 NCRs.

I had a look at the traveler reports that are used in the project meetings for the 3 biggest projects and noticed there were a number of count problems where the summary report and the detailed report counts do not match
Could you please put this on your list -
I only checked the biggest projects - did not look at them all
