[Pansophy] WCD Register Template

Hi Allen,

I have begun filling out this document to highly all the WCD that I will need, but I wanted to check with you on a few things before I progress to far:

  *   For the document ID rows, do you want me to fill them out with preliminary ones or should I leave that section blank?
  *   For master procedures and travelers like the generic brazing and EBW traveler that might be called-out throughout the work for this project, would I have to include them in this list or do I only include things that will be within the EICCELL folder?
  *   There is a parts tab that is listed on the excel sheet, what parts should I include in that section?
  *   Can I be both the author and project representative (srf coordinator) for some of these documents?
