[Pansophy] EIC travelers

Hi Valerie,
I would like to begin the process of creating an EIC project in Pansophy so we can track the travelers and procedures.  There will need to be multiple sub-categories for different cavity types and a couple different components.  David let me know that for now the travelers I write will go under the SRF R&D umbrella, but moving forward we will need these to be in their own project in the next couple months.  Please let me know what else you may need from me.
